It sounds like a dream come true, getting a boiler for free, doesn’t it? Well, in Britain at least, it is possible—by way of the UK’s government-backed ECO4 scheme. Should your boiler be outdated and eating into your energy bills, you may well be eligible for a new one at absolutely no initial cost.

What is the ECO4 scheme?

The ECO4 scheme is a UK government-backed scheme. It encourages people to make their houses more energy-efficient. A large aspect of the scheme involves changing old, inefficient boilers with updated, environmentally friendly systems.

The program focuses on low-income families, benefit recipients, and individuals residing in homes with poor heating. The plan is aimed at reducing carbon emissions, saving energy, and making houses warmer.

Who can get a free boiler replacement?

You may qualify if you have these four key criteria:

  • You are on certain benefits.

The ECO4 scheme primarily gives assistance to individuals on particular state benefits. The major ones include:

  • Universal Credit
  • Pension Credit (Guarantee Credit or Savings Credit)
  • Income Support
  • Income-based Jobseeker’s Allowance (JSA)
  • Income-related Employment and Support Allowance (ESA)
  • Housing Benefit (including from local council)
  • Working Tax Credit
  • Child Tax Credit
  • Child Benefit (with income cap – we’ll explain below)

Even when only one member of the household is eligible to receive a benefit, the entire house may qualify.

You may still qualify for something referred to as “LA Flex” (explained below), even without receiving benefits.

  • Your house is energy inefficient.

Your property would typically need to possess a low Energy Performance Certificate (EPC) rating—likely band E, F, or G (varies depending on property type).

  • If you’re not certain what your EPC rating is, you can easily check for free on the UK government’s website.
  • If you have a high rating such as A, B, or C, then you may not qualify.

 

  • Your boiler needs to be old and inefficient.

For you to qualify, your existing boiler will typically have to:

  • More than 20 years old
  • Not functioning correctly
  • Not energy-efficient (e.g., rated D or lower)

If your boiler is still functioning very well and is relatively new, you will not qualify to obtain a replacement under this scheme.

  • You own the home or rent it privately

To apply for a free boiler replacement, you must:

  • Own your home, or
  • Rent privately with your landlord’s consent

Tenants of councils or individuals living in housing association accommodation do not always qualify under ECO4 (although your council may have its own schemes).

Can you qualify without benefits?

Yes, in certain situations. This is termed Local Authority Flexible Eligibility (LA Flex). Local councils can devise local policies to assist more people with high energy bills who don’t get benefits.

For instance, a council can assist you with:

  • You belong to a low-income household.
  • You have an underlying health condition exacerbated by cold.
  • You have either a resident under 5 or a resident over 65
  • Your house is difficult to heat or is poorly insulated.

What boilers do not qualify?

You won’t be eligible if:

  • Your boiler is new, condensing, and in good working order.
  • You reside in a new-build or very energy-efficient dwelling.

  • You rent from a housing association or council (except as part of an alternative scheme)

What about child benefits and income caps?

If you only receive Child Benefit, how much earnings your household receives will determine whether or not you are eligible. The earnings limit varies with how many children you have and whether you are single or part of a couple.
